2023 health permit in the city of Rio de Janeiro must be renewed by April 28
Permit is required for operating business establishments in the city
The health permit is a licensing requirement that companies and self-employed workers running their business in the city of Rio de Janeiro must comply with every year. In 2023, the deadline for renewing the permit is scheduled to end on April 28, the last business day of April.
Requests can be made upon the payment of a fee, but keep in mind that those who fail to obtain the Business Health Permit on time will be subject to legal penalties.
The local rules also mandate that the health permit, which must be renewed every year, should be kept on display within the establishment in plain sight for anyone to see and is made readily available for the health inspection authorities upon request.
The types of health permit vary depending on the business activity performed. Check out the main types below:
Operations Health Permit – LSF
Issued for establishments governed by sanitary surveillance regulations or issued in the interest of the zoonosis control authorities, covering the following activities:
- Food trade;
- Food industries governed by the National Agency of Sanitary Surveillance - ANVISA;
- Pharmaceutical trading;
- Health assistance services, including ambulances;
- Health-related activities;
- Transport companies and their vehicle fleets and the independent transport of food and pharmaceutical drugs;
- Daycare centers, orphanages, kindergartens, schools, teaching establishments and the like;
- Circuses and amusement parks that operate on a permanent basis, water parks, theme parks and the like;
- Show houses and concert halls, entertainment services, party houses, performance halls, theaters, cinemas and the like;
- Clubs, swimming pools, saunas, spas and the like
- Harvest, supply, transport and distribution of water;
- Collection, disposal, treatment and transportation of hazardous waste, immunization and control of urban pests and vectors and the like;
- Hotels, motels, inns, lodgings, hostels and the like;
- Shopping malls, shopping centers, business or mixed-use condominiums and the like;
- Stadiums, arenas, sports grounds and multi-sports gyms;
- Bus, subway, waterway and railway stations;
- Laundry services, industrial and hospital laundries;
- Peddlers, market vendors and other non-fixed place activities.
Activities exempt from the LSF permit: self-employed and independent workers who are already in possession of a health license (doctors, dentists and other health professionals) and who, upon authorization granted by the one responsible for the place of service provision, render health-related services to companies who already hold a permit; services provided on behalf of establishments that are under constant sanitary surveillance and those rendered in the interest of the zoonosis control authorities.
Health Permit for Related Activities – LSAR
Issued for all sanitary surveillance establishments that perform the following activities:
- Industry;
- Commerce;
- Provision of services (not covered by the LSF).
Activities exempt from the LSAR permit: self-employed and independent workers, including market vendors and peddlers; companies or individual entrepreneurs that use their office address only as a reference point, in accordance with the restrictions set forth in their respective permits.
Health Permit for Transitional Activities – LSAT
Granted for a maximum period of 180 days to individuals or companies for each activity subject to health surveillance performed at events held in public or private areas. The following are eligible to request this permit:
- Event organizers;
- Peddlers, vehicles and other services rendered off-site at events held in public areas;
- Companies that perform services related to the construction, renovation, improvement, demolition, modification, erection and dismantling of buildings, structures, equipment and facilities;
- Companies that produce food or provide meals for the collective feeding of workers, in kitchens, dining halls or cafeterias located at construction sites.
On event days, the LSAT must be displayed in a visible place and must be made readily available for health authorities during inspections.
Register of Establishment of Agricultural Production – REPA
This permit is issued on voluntary request for establishments that perform the local trade of:
- Animal products, edible or not, that require a health certificate and registration in order to be sold;
- Vegetable produtcts, edible or not, that require a health certificate and registration in order to be sold.
Provisional Health Authorization – ASP
Granted on a temporary, non-extendable basis, and valid until April 30 of each year, for establishments governed by health surveillance authorities which have pending issues related to obtaining a permit or authorization with the Local Treasury Department, (SMF), provided that they meet the following conditions:
- Have fixed furniture or equipment located in public areas (kiosks), intended for the preparation or sale of fast food, snacks or beverages for immediate consumption;
- Have special self-propelled or towed-in vehicles equipped to prepare and sell fast food, snacks or beverages for immediate consumption, such as food trucks and food bikes;
- Have unpowered vehicles and equipment parked or fixed to prepare and sell fast food, snacks or beverages for immediate consumption;
- Indoor services related to the the storage, production, pre-preparation and preservation of food products.
Notes:
- The ASP and LSAT permits have non-extendable validity terms, thus they must be requested in due time by the interested party.
- The ASP permit must be requested in person, whereas the other permits (LSF, LSAR, LSAT EVENTS, and REPA) may be requested in digital form.
