SST: group 1 enters the last phase of eSocial
According to the schedule, on July 2019 the companies earning revenues greater than BRL 78 million in 2016 - Group 1 - should send the data related to Occupational Safety and Health of (OSH) to eSocial.
At this stage, the generation and transmission of OSH information to eSocial is the responsibility of the company or team specialized in Occupational Safety and Health. In addition, it is noteworthy that the records must comply with the periodic and non-periodic events, transmitted in the payroll files.
For example, the medical examination or report for granting a sick leave recorded in the OSH must be in accordance with the non-periodic event, in this case the leave by medical certificate, transmitted by the Personnel Department team in the eSocial system.
It is a closing-cycle important moment of when the companies will complete the deployment and adaptation to the eSocial.
Documents and reports
The documents and reports that must be presented and periodically updated are dense and, depending on the size and complexity of the company, may take time to be produced and deployed. After all, it is not enough only to present the reports, one should also deploy the possible changes and corrections identified by them so that the company is up to date with the OHS obligations.
Find here the main documents that may be requested, according to the business purpose of the company, in this phase of eSocial:
PPRA (Environmental Risk Prevention Program): it contains the environmental risks existing in each area of the company, that is., a consultancy or specialized team visits the company's facilities to identify and evaluate worker health and safety issues, in order to present the measures to prevent such risks, in accordance with the NR-9, of the MTE and then produces a survey.
PCMSO Occupational Health Medical Control Program): the company’s occupational health physician prepares the document, based on the PPRA, which is intended to establish which medical exams will be required for each company’s function/sector.
UNHEALTHINESS SURVEY: it requires observing environments, equipment, and processes performed by the company's sectors in order to identify the possibility of reviewing these items to increase the safety for workers. This report should be based on the NR-15 of the MTE and be issued by an occupational physician or safety engineer.
PERICULOSITY SURVEY: the document must certify the existence of hazardous conditions in the company to take any required measures. The parameters of the MTE's NR-16 must be followed and also, compulsorily, must be prepared by an occupational physician or safety engineer.
LTCAT (Technical Survey of the Environmental Conditions of Work): This document is intended to evaluate the work environments in order to identify situations that may cause the worker special retirements. It seems to have the same characteristics as the two aforementioned, although, there are differences, such as the requesting agency, which in this case is a INSS requirement, besides the objectives being different, since not every unhealthy environment indicates a special activity that may causes retirement.
ERGONOMIC SURVEY: this is the most delicate document, since it evaluate if the company provides ergonomic conditions to all its employees. The norms of the NR-17 of the MTE, which evaluates the ergonomic conditions, should be followed and propose revision or correction in order not to harm the workers’ health.
PGR (Risk Management Program): All risks existing in the company are mapped and managed in this compulsory document. It is mandatory in companies that have high risk activities, such as mining and oil companies.
As one can see, the main documents have time-consuming requirements. For this reason, it is recommended that companies seek to prepare their reports as soon as possible so that they meet the deadline.
Other more specific reports that may be required, also in accordance to the nature of the company, are:
PCA - Hearing Conservation Program (NR-7 and NR-9);
PPR - Respiratory Protection Program (NR-7 and NR-9);
PIE - Electrical Installation Record (NR-10);
PPRPS - Presses and Similar Risk Prevention Program (NR-12);
PPEOB - Occupational Exposure to Benzene Prevention Program (NR-15);
PCMAT - Program for Working Environment and Conditions in the Construction Industry (NR-18);
PPP - Professional Profile for Social Security Purposes (Social Security).
PGSSMATR (Safety, Health and Rural Work Environment Management Program) (NR-31).
It is worth remembering: in addition to the preparation of these documents and reports, this phase of eSocial when should file the OSH documents, also has a schedule for the corrective actions and changes to be deployed.
Testing environment
In order to help in the deployment of this closing phase, the eSocial portal made the testing environment for OSH events available on March 18, 2019.
