Digital Certificate: Mercosul mutual recognition agreement comes into effect
The Federal Government, through Decree No. 12,376/2025, has enacted the Mutual Recognition Agreement for Digital Signature Certificates signed among the bloc's member countries: Brazil, Argentina, Paraguay, and Uruguay.
As a result, digital signature certificates issued in these four countries will now be mutually recognized, granting digital documents the same legal validity as handwritten signatures.
This measure brings several benefits, including the possibility of exchanging tax and customs documents, signing contracts between companies from different Mercosur countries, and increasing security in digital transactions.
Additionally, the integration will facilitate the traceability of free trade products and the automatic recognition of electronic documents generated from digital certificates.
In Brazil, the operational coordination of the agreement will be handled by the National Institute of Information Technology (ITI), which is already responsible for the policies of the Brazilian Public Key Infrastructure (ICP-Brasil).
